Most toilets we pull out here came with houses built from the 1960s through the 1980s, and plenty still run single-flush cisterns from that era. A new suite cuts the water use and freshens the room in one visit. If the old one just needs parts, our toilet repairs page makes the repair-or-replace call.

Toilet Suite Types Compared

Three suite types cover almost every bathroom, sorted by how the cistern and pan are built. A close-coupled suite has the cistern resting on the rear of the pan. A back-to-wall pan stands hard against the wall, hiding the pipework behind it.

The third type is the wall-hung pan, bolted to a support frame inside the wall, with a flush plate on the surface and the cistern tucked in behind.

A cistern alone can be swapped when the new one matches the pan's fixing points and connections. If it doesn't, the whole suite has to go. Taller comfort-height pans suit older knees and hips, and they sit in the same catalogue.

S-Trap and P-Trap Pans Compared

The set-out is simply where the pan's outlet breaks through: the floor for an S-trap, the wall for a P-trap. A new pan hooks straight onto the existing drain when its own outlet sits on that measured position. An S-trap pan sends waste down into the floor. A P-trap pan sends it sideways into the wall.

When the outlet misses the drain position, the plumber either reworks the pipework or picks a pan whose outlet matches. That one detail decides whether the job is a straight swap or a bigger change, and we measure it before quoting.

What the Water Rules Mean for a New Toilet

A dual flush cistern releases either a light half flush or a heavier full flush. Every toilet sold for installation here must be WaterMark certified and carry a WELS label showing its star rating and flush volumes.

Queensland's sustainable housing rules require a 4-star dual flush model at minimum in brand-new houses, townhouses and units. Business Queensland says renovations sit outside that rule.

Rentals follow a different test. The tenancy rules let an owner charge a tenant for all water only when the toilet is dual flush within set limits. The full flush may hold no more than 6.5 litres, the half flush no more than 3.5 litres, and the average flush, counted as one full plus four half flushes, must stay at or under 4 litres.

Why a Toilet Swap Is Licensed Work

A licensed plumber does the connecting in Queensland, because the law sorts toilet work into categories. Putting a toilet where there wasn't one, or shifting its position, counts as notifiable work. No council permit is needed; the plumber instead lodges a Form 4 with the QBCC inside 10 business days of finishing. The QBCC audits these lodgements, and skipping one is an offence.

Swapping the existing suite like for like is minor work: a QBCC licensee does it, with no permit and nothing to lodge.

Reworking the drain also falls under notifiable work. The QBCC's unregulated list names just three cistern parts: the drop valve's washer, the float valve's washer and the rubber suction cup. Everything else on a toilet is licensed work, and the finished job still has to comply.

Owners unsure of the category can run the QBCC's online questionnaire for notifiable work.

What Changes the Price of a New Toilet Job

Five things drive the price, and we name them before you commit:

  1. Suite choice

close-coupled suites are simpler to fit than wall-hung frames.

  2. Outlet match

a pan whose outlet sits on the old drain position is the quicker job.

  3. Reworked drain

altering the waste pipe adds labour.

  4. Position

keeping the toilet where it sits costs less than relocating it.

  5. Access

how easily we reach the supply and the drain changes the hours.

A Form 4 lodgement fee applies to a new or shifted toilet, and the contractor lodges it and may pass that cost on. The fixed quote you approve before work starts covers the lot, so nothing is guessed at. Our tap and toilet plumbing page lists the rest of the fixture work we do, including tap replacement for a matching new set.

Toilet Installation Questions From Lawnton

Call (07) 3524 0766

How much does it cost to install a toilet in Lawnton?

Two things drive the price most: the suite you pick, and whether the new pan's outlet sits on the old waste position. A mismatch means reworking the drain, and the job grows. You get a fixed quote before any work starts, so the price is confirmed on paper.

Does a new toilet need a Form 4?

Yes, when the toilet is new to the building or shifting to a different spot. Queensland law classes that as notifiable work, so the plumber lodges a Form 4 with the QBCC within 10 business days of finishing. A straight swap of the existing toilet is minor work, so nothing gets lodged.

Does replacing a toilet in Lawnton need a council permit?

No, neither category needs one. One exception exists: where a building shares a combined drain or runs on dual reticulated water, adding a fixture becomes permit work and the plumber applies to council first. Reworking the drain also falls under notifiable work.

What WELS rating should a new toilet have?

Brand-new houses, townhouses and units need a 4-star dual flush model at minimum under the WELS scheme. Business Queensland states the requirement does not apply to renovations. Every toilet fitted in Australia also carries WaterMark certification and a WELS registration, both shown on the product.

Does a landlord have to replace an old rental toilet?

No, the flush limits are a water-charging test, not an order to replace the toilet. Where a rental is not water efficient, the owner covers a reasonable share of the bill. A tenant pays any excess only if the property is individually metered and the agreement says so.
